The 19-member task force is chaired by La Plata County Commissioner Gwen Lachelt and Randy Cleveland, President of XTO Energy, Inc.

Gwen Lachelt is a La Plata County Commissioner. Lachelt has worked on oil and gas policy issues since 1988. Lachelt has dedicated her career to preventing and minimizing the impacts of energy development on public health, land, air and water. She is the founder and immediate past director of Earthworks' Oil & Gas Accountability Project.

Randy Cleveland became president of XTO Energy Inc. in June 2013. Cleveland previously served as XTO’s executive vice president, and led the merger between ExxonMobil and XTO in 2010. Prior to that, he held several leadership positions with ExxonMobil Production Co. and Exxon Pipeline Co. He joined ExxonMobil in 1984.

Sara BarwinskiWeld Air and Water
Sara Barwinski is a retired Social Worker living in Greeley, CO, 750 ft. from a multiwall site. She has worked with Weld Air and Water, Frontier Parent's Group, COGCC, the City of Greeley's Planning Department, and Operators to raise issues and solve problems related to drilling in residential areas.
Bernie Buescherformer Colorado Secretary of State
Bernie Buescher is a lifelong resident of Grand Junction, where he practiced law for 14 years, then served as President/CEO of West Star Aviation for 9 years. He has served in the Colorado General Assembly (chairing the Appropriations and Joint Budget Committee), served as Secretary of State, and as Deputy Attorney General. Bernie and his wife Mary Beth have four children, and four grandchildren.
Peter DeaPresident & CEO, Cirque Resources LP
Peter A. Dea is a Geologist and President and CEO of Cirque Resources LP. and formerly CEO of Western Gas Resources and Barrett Resources. Dea attended the University of Montana, Western State Colorado University, BA, and Harvard Business School Advanced Management Program. He serves on the Boards of EnCana Corporation, the Denver Museum of Nature and Science, Alliance for Choice in Education and the Colorado Forum.
Jim Fitzgeraldrancher, educator, activist
Jim Fitzgerald and his family live and work on his farm in the gas patch near Bayfield, CO. Fitzgerald has a PhD from the University of Colorado and taught Sociology and Spanish at Fort Lewis College for 30 years. Fitzgerald was a member of the US Peace Corps for 5 years in Latin America.
Russ Georgeformer Speaker of the House and former Exec. Director of Department of Natural Resources
Russell George is president of Colorado Northwestern Community College in Rangely and Craig. Prior public service positions include Executive Director of Colorado Department of Transportation and of Colorado Department of Natural Resources and Director of Colorado Division of Wildlife. Russ has also served as Colorado State Representative and Speaker of the House.
Jon Goldin-DuboisPresident, Western Resources Advocates
Jon Goldin-Dubois is President of Western Resource Advocates, an organization that works to protect the West’s land, air and water. Goldin-Dubois has provided leadership and guidance to non-profit organizations for over 25 years, developing diverse coalitions, training leaders in advocacy skills, and planning campaigns to address social and environmental challenges.
Brad HollyVice President of Operations (Rocky Mountain Region), Anadarko
Brad Holly was named Vice President of Rocky Mountain Operations in May 2013. Holly is responsible for Anadarko’s oil and natural gas production and development activities throughout Colorado, Wyoming and Utah. Previously, he served as Anadarko’s Vice President, Southern and Appalachia Operations. Holly holds a Bachelor of Science in Petroleum Engineering from Texas Tech University. Currently, he serves on the Executive Committee of the Colorado Oil & Gas Association and the Advisory Committee for Coloradans for Responsible Energy Development.

Rebecca Kourlisretired Justice of the Colorado Supreme Court and Executive Director, Institute for the Advancement of the American Legal System
Rebecca Kourlis is the Executive Director of The Institute for the Advancement of the American Legal System (IAALS). Established in 2006, IAALS is a national research institute, dedicated to the improvement of the American legal system. Prior to founding IAALS, Kourlis served almost 20 years as a judge and then as a Justice of the Colorado Supreme Court. A Stanford Law School graduate, she is a Colorado native, who practiced natural resources law before going on the bench.
Steve MorenoClerk and Recorder, Weld County
Steve Moreno was elected as the Weld County Clerk & Recorder for his first term on November 5, 2002, and was sworn into office on January 2, 2003, as the 28th Clerk & Recorder for the County. He was re-elected in November of 2006 and again in November of 2010.
Perry PearceManager of State Government Affairs (Rocky Mountain Region), ConocoPhillips
Perry Pearce is Manager, State Government Affairs, Rocky Mountain Region for ConocoPhillips. In 2011 Governor John Hickenlooper appointed Pearce to the Colorado Oil and Gas Conservation Commission. He received his undergraduate degree from the University of San Francisco and his Juris Doctorate from Hastings College of the Law, University of California.
Kent Pepplerfarmer and President of Rocky Mountain Farmers Union
Kent Peppler is president of Rocky Mountain Farmers Union. He is a fourth generation irrigated farmer at Mead, Colorado. Kent is a surface and mineral rights owner who has had experience working with oil and gas companies for over 30 years on several different issues. Kent and his wife, Colleen have two children; Ashley, who is an agricultural attorney in Iowa and son Tyson, who is a student at Colorado State University studying Agriculture Business.
Pat Quinnformer Mayor of Broomfield
Patrick A. Quinn, CPA was the Mayor of Broomfield from 2007 through 2013. He is currently the CFO for Loja Group LLC which invests in real estate. Previously, Quinn was the owner and CEO of Quinn & Associates, P.C. a Denver based firm of Certified Public Accountants.

Jeff RobbinsAttorney, Goldman Robbins & Nicholson
Jeffery P. Robbins is an attorney and partner in the law firm of Goldman, Robbins & Nicholson, P.C., based in Durango, Colorado. He has substantial experience in governmental law and has represented many local governments on oil and gas regulatory issues.
Matt SuraAttorney, Law Office of Matthew Sura
Matt Sura is an attorney specializing in the representation of land owners, neighborhoods, and local governments in their negotiations and legal disputes with the oil and gas industry.   Before starting his law practice, Matt worked on oil and gas policy for twelve years with Western Colorado Congress out of Grand Junction, CO.  Matt and his family now live in Boulder.
Will Toorformer Boulder Mayor and Boulder County Commissioner
Will Toor is the director of the transportation program at the Southwest Energy Efficiency Project. He is also a member of the Air Quality Control Commission. He served as Boulder County Commissioner from 2005-2012, and Mayor of Boulder from 1998-2004. Toor served on the board of the Denver Regional Council of Governments from 1998-2012 where he aided in adopting goals for reducing greenhouse gas emissions and vehicle miles travelled in the region. He received his Ph.D. in physics from the University of Chicago in 1992.
Elbra WedgeworthChief Government & Community Relations Officer, Denver Health
In 1999, Wedgeworth was elected as the District 8 City Councilwoman; she was reelected for a second term after running unopposed. Wedgeworth was elected Council President 2003-2005. In 2007 she became the Chief Government and Community Relations Officer at Denver Health and Hospital Authority. Wedgeworth is currently serving her sixth term as the President of the Denver Union Station Authority Board of Directors and was the immediate past Chair Downtown Denver Partnership, Inc. Wedgeworth received a B.A. from the University of Redlands in Sociology and Anthropology. She has been the recipient of many honors and awards for her public service.
R. Scot WoodallPresident & CEO, Bill Barrett Corporation
R. Scot Woodall has served as Bill Barrett Corporation’s Chief Executive Officer and President since January 2013 and as Chief Operating Officer since July 2010. Woodall joined the Company as the Senior Vice President of Operations in April 2007. Woodall received a Mechanical Engineering degree from Louisiana State University in 1984. Woodall has over 29 years of industry experience utilizing his technical training and wide-ranging experience in both operations and management.
